"2016 Penghu County Low-carbon Sustainable Home Operation System and Implementation Effect Management Project” had begun from contract award date to Nov.-30-2016. The main contents include low-carbon sustainable homes management, build-up low-Carbon communities, low-carbon sustainable home promotion activities, low-carbon sustainable home promotion policy ＆ rating and classification certification seminar, low-carbon community observing learning activities, greenhouse gas inventory operations, publishing three press releases monthly, and other related administrative work. The results as follows: 1. Oversight and evaluation of effectiveness (1)In order to promote the low-carbon sustainable policy, this project employs four experts and scholars as members of the” Advisory Committee of Penghu County's Low-carbon and Sustainable Home Improvement Project Office” to master the effectiveness of the 24 projects implemented by government departments and integrate action project results, and then plan low-carbon sustainable promotion strategy in Penghu. (2)This project held a low-carbon sustainable home promotion policy ＆ evaluation and classification certification system seminar and invited Taitung County Luye Yongan Community Development Association Liao Zhongxun Director-General. He was invited to share his experiences on the successful development of the community as a nationally renowned environmental model community and to exchange views with the Penghu Village and Community Development Association, which was held in Nanliao community on May 4, 2016. (3)On Sept. 6 and Nov. 16, 2016, this project held 2 low-carbon sustainable home expert advisory council meetings. In addition to the government departments to understand the operation of the project office and greenhouse gas inventory operations results in 2016, and will focus on low-carbon sustainable policy priorities. Update the 2015 committee to discuss matters that related to the government departments should cooperate with the project to make the low-carbon sustainable policy priorities can be fully presented in 2016. 2. Oversight and evaluation of effectiveness (1)The project selected two communities, Xiwei and Nanliao, as the core communities. Based on the characteristics and development potential of the communities and community needs in recent years, this project assisted established the low-carbon sustainable action items and there were six communities were constructed. In March, this project began to discuss with the village head or the president of the community association about the content and planning needs of the project. In October, this project has completed the action project construction, promoted the vertical green hedge, recycled treasure bottle as a container for planting, as well as the completion of the old building preservation and reuse action items. (2)This year, this project have completed 17 communities to participate in the evaluation of certification operations and nominated, they are Magong City (5), Huxi Township (8), Baisha Township (1), Xiyu Township (1), and Qimei Township (2). Otherwise, this project also counseled Qimei Township, Nanliao and Zhonghe Village to get the low-carbon sustainable homes bronze medal. (3)In order to encourage the county community to implement energy conservation and carbon reduction and sustainable development work, this project held one event of the "2016 low-carbon demonstration communities and community green landscaping contest”. This competition will be carried out in conjunction with the Green Landscaping Contest of the Eco-Green Action Project. Through the use of promotional and administrative resources in a way and the competition awards will be used as the cost of substantial renovation of the community. 3. Promotions (1)To let everyone know low-carbon sustainable homeland policy, 6 operation models, and certification & assessment system, this project held 5 seminars and there were 299 peoples participated. (2)This project purchased 500 promoting gifts. 4. Greenhouse gases inventory To announce the determination of greenhouse gas emissions inventory, on June 30 held a seminar of education and training.In 2015, The GHG emissions from government agencies are 6,336.8242 tons of CO2e, of which: the greenhouse gas emissions from category one are 1,043.5413 tons of CO2e, the proportion of 16.4679%; the emissions from category two are 5,293.2829 tons of CO2e, the proportion is 83.5321%, mainly for outsourcing power. In 2014, the total emissions of greenhouse gases in administrative areas totaled 494,063.0439 metric tons of CO2e, of which 281,174.67 metric tons of CO2e emissions from energy - residential and agricultural, forestry, fishery and animal husbandry of the energy sector were the highest; followed by the energy-transport sector at 103,414.5001 metric tons CO2e.Inventory information can provide the relevant government unit as reference. 5. Progress monitoring meeting In order to examine the effectiveness of the implementation of the project, this project has held 5 progress monitoring meeting. 6. News This project has published 30 press releases. 7. The rate of completions are 100%.
